ODDS Worker Guide Outlines Oregon I/DD Residential Referral Roles
Oregon's Office of Developmental Disabilities Services has a residential referral worker guide for adults and children in I/DD services. It is written for Designated Referral Contacts, Services Coordinators, Personal Agents, and other non-provider roles involved in residential referrals.
The guide is useful for understanding how referrals, residential transitions, non-I/DD residential options, nursing facility discharges, and out-of-state referrals are supposed to be coordinated.

CDDPs Remain the Entry Point for Oregon I/DD Services
ODHS explains that Community Developmental Disabilities Programs determine I/DD eligibility and help people apply for services. Adult services can include service coordination, employment supports, in-home supports, 24-hour residential supports, supported living, and adult foster homes.
For residential referrals, ODHS notes that services coordinators can help people find a program or home that fits their needs and may use provider profiles, vacancy listings, and screening tools.

APD Adult Foster Home Rate Model Changes in 2026
ODHS says a new model for calculating rates paid to APD-licensed Adult Foster Home operators goes into effect on January 1, 2026. The model is intended to base rates on residents' needs and align APD adult foster home reimbursement more closely with other state programs.
This matters for Oregon's adult foster home landscape because rate stability affects provider capacity, staffing, and the availability of home-like residential settings.

Agency with Choice Adds Another In-Home Support Option
Oregon's Agency with Choice initiative is a new option for people receiving long-term services and supports. ODHS says the model will be available through APD and ODDS, and HB 4129 also included people with behavioral health needs served by OHA.
Agency with Choice does not replace residential referrals, but it is relevant to placement planning because it may give some people more support options before, after, or instead of a residential move.

Mental Health Adult Foster Homes
OHA Describes Mental Health Adult Foster Homes and Provider Need
Oregon Health Authority licenses mental health adult foster homes for adults with qualifying mental health conditions. OHA describes these homes as single-family residences that provide housing, services, daily living assistance, care coordination, medication support, transportation, and monitoring of health or behavior needs.
OHA also notes a growing need for adult foster homes across Oregon, with some counties having few or no homes available to meet community needs.
